I think its no longer needed in A16 since pawns choose better the clothes. If there are non tattered clothes available when they have tattered ones, they will switch. In A15 you had to enforce it by allowing 51% or more. In my case I just set to craft some dusters, button down shirts and pants from time to time. For the head i use kevlar helmets.
